Tourism Investment Climate Analysis for the State of Odisha, India India

What

The Government of Odisha (GoO), India and the International Finance Corporation (IFC) sought to promote private sector development, encourage inclusive growth and create economic opportunities through a collaborative partnership (the Odisha Inclusive Growth Partnership).

The partnership focused on:

i) New investments in high potential industries; and

ii) SME growth and taxation.

Activities & Services:

The IFC hired Scott Wayne to support its work in the tourism sector in Odisha by analyzing the investment climate and regulatory bottlenecks in the tourism sector.

  • Reviewed all available material and information on Odisha tourism sector, including Municipal, State and national government development plans and projects and any donor and NGO-funded initiatives. 
  • Convened private sector stakeholder focus group discussions with a) hoteliers and heritage accommodation operators and owners, b) locally based inbound tour operators, c) tourism industry associations, to gather market intelligence on growth potential, pitfalls, constraints and specific opportunities. 
  • Visited core destinations in Odisha.
  • Report on key constraints (i.e. infrastructure, access, accommodation, SME development, marketing, HR development, etc.)
  • Convened inbound tour operator discussion in New Delhi.
  • Recommended high potential priority circuits and products.
