EIF committed nearly US$3 MN for the Sustainable Tourism Development and Promotion
Project (STDPP) up to September 2015 for implementation through the National Tourist
Board (NTB). With approximately US$2.2 MN in budget remaining, the project stopped in
late 2014 due to the Ebola crisis. Scott Wayne was contracted by the EIF to conduct a full
review and redesign of the project in consultation with the NTB and multiple public and
private sector stakeholders in tourism.
Activities & Services:
- The STDPP review and redesign included acting on the following elements:
- Detailed line-by-line NTB budget and schedule revisions.
- Updated SWOT analysis of tourism in Sierra Leone.
- Synchronized with the Agenda for Prosperity tourism-related elements and the 2013 DTIS
Action Matrix. - Comparative review of donor tourism activities in Sierra Leone.
- Reviewed Public-Private Partnership Act.
- Reviewed STDPP Objectives and Targets.
- Discussed and studied ecotourism proposals with representatives from Tacugama Wildlife
Sanctuary, River No. 2, Banana Island, Tiwai Island Wildlife Sanctuary and the Wara Wara
Hills in Kabala, including eligibility for the Small Grants Programme. - Reviewed and advised on proposed marketing initiatives.
- Detailed discussions and analysis of proposed HTTC renovations and curriculum
improvements, including the Bill of Quantities. - Capacity-building recommendations for the National Tour Guides Association (NACTOG), national park rangers especially near the targeted five ecotourism sites, and the Association of Small Enterprises in Tourism.
- Introduced NACTOG to the World Federation of Tour Guide Associations.
- Advised on Sustainability Strategy and Risk & Mitigation Strategy for each activity.
- Assisted with revising the Logical Framework, including outcomes, outputs, indicators and baseline for each STDPP activity.
- Assisted with revising the Monitoring and Evaluation roles and responsibilities.
- Recommended American Hotel & Lodging Association Educational Institute training certifications for HTTC and industry overall.
