SW Associates, with Dain Simpson, was contracted by the Asian Development Bank to analyze Vanuatu’s national tourism strategy, core issues, constraints and then recommend project opportunities to address the constraints.

Activities & Services:

Analyzed constraints to tourism growth in four main components of an analytical framework:

  • Infrastructure
  • Marketing, Market Performance and Product Development
  • Human Resources
  • Regulatory Environment, Policy and Investment

Results:

  • Provided Project Selection Criteria and Specific Project Details for:
  • Core recommendation for a national sustainable tourism development policy.
    • Foreshore development that includes waterfront landscaping, retail and park development in Luganville and related improvements in Port Vila and Lapetasi.
    • Mooring dolphins for Port Vila main wharf, Lapetasi and Luganville to accommodate larger cruise ships and allow more than one ship to berth.
    • Secondary Airport improvements: Norsup Airport (Malekula Island), Ambryn Airport, Santo-Pekoa International Airport, Motalava Airport, Anietyum (Mystery Island).
    • Relocation of the landfill site that is currently near Espiritu Santo’s Santo-Pekoa International Airport.
    • Cruise crew training center at Luganville’s Vanuatu Maritime Academy to help meet the growing regional demand for trained crew members. Could include simulated ship cabins.
    • Expansion of the Vanuatu TVET Sector Strengthening Program to Efate. The Program is currently funded by the Australian Government for skills development programs with TVET centers in the provinces of Sanma, Malampa, Torba and Tafea.
